While I can understand why Scouts wouldn't feel comfortable wearing the uniform to places like stores, not wearing it at Scouting functions shows lack of pride and lack of support for the program.

We need to evaluate each individual scout's actions based on their own needs and characteristics.

Scouting is in the heart and character of a young man not in the clothes he wears. I AM a Scout. It does not matter if I have my uniform on or not. Hopefully we can teach these young men we are working with to be a scout 24/7 and not only when they are in uniform.
When wearing the uniform becomes more important that living the program then there is to much focus on the material and not enough on what is in a scouts heart.

And the BSA says otherwise. They ask you to not make that kind of blanket evaluation but to consider each scout's situation independently.
