The NESA Life Member square knot - ".....is worn by NESA Life Members"

Could an Eagle Scout (still not yet 18) wear this knot on his uniform?

Sure, if he has paid the NESA life member fee. That would be the exception to the "Wear the Eagle rank badge until you're 18, then the Eagle knot after that" rule. Technically, it's a different knot.
