The problem is that there are really two programs.

The Norman Rockwell version that every body, including BSA aspires to & the reality base youth program that is.

It looks like the GTA tries to address that with long somewhat conflicting definitions for active & PORs. It will not be an issue for units already running effective programs. The one that are not are going to continue to struggle.

Nobody wants to say this scout is a an eagle because he passed a minimum set of standards. I have yet go to a COH where that was highlighted. They talked about lofty achievements, as they should in a COH.

That is where a lot of the conversation on the other list is coming from.

I see that non-committee members are allowed to serve on BORs if there are not enough registered committee members are available. I think it is recognizing a defacto situation that has been happening all along.

Trivia Question: How many committee members require to register a unit?
Answer: 3.

Outside the newsgroups, I have not seen any official BSA announcements.

- If I've missed the BSA announcement, where do I find it?
- If it's not announced yet, when will it?
- When should the GTA hit the scout shops?
- When will BSA make the ESSPW available?? Online PDF for entering data?
