The problem is that there are really two programs.
The Norman Rockwell version that every body, including BSA aspires to & the reality base youth program that is.
It looks like the GTA tries to address that with long somewhat conflicting definitions for active & PORs. It will not be an issue for units already running effective programs. The one that are not are going to continue to struggle.
Nobody wants to say this scout is a an eagle because he passed a minimum set of standards. I have yet go to a COH where that was highlighted. They talked about lofty achievements, as they should in a COH.
That is where a lot of the conversation on the other list is coming from.
