I think that national needs to send out their advancement policy to the TCC, COR, SM, and AC for each unit and have them sign it saying that they will follow it. This should be done annually so that they dont forget. I also think that they should put more detailed information in the scout handbooks explaining the advancement guidelines to the youth with contact information to report if their units are not following it.

That just plain SUCKS on the part of the Council and the Executive. If y'all need help stuffing envelopes, let me know. We are planning an all area camporee September 2010. There is one council that wants nothing to do with it. They were asked to at least give the troops the information so they could decide on their Own. This also was refused. This was on the Council level. WE will be by passing the council executiveand trying to get information to the units

I guess it was the reference to "going on for years" comment that makes me believe the council or district knows about it.
