A friend Does Scouting in the inner city and All the scouts are in full uniform. How? The CO owns the uniforms and the scouts are assigned them. They go to a meeting and get their Uniform out of the closet and get dressed. For Camp they get to take them to camp with them. There are a group of mothers that sew patches on the Uniforms immediately after earning them. The CO also Launder these uniforms. If the community want their boys in scouting they will find a way to get them in uniform. Rather than making an excuse find a solution.
The uniforms do not have to be new or current I have seen many scouts in the old all green uniforms from my day. You can still wear those but they are in uniform.
I live in the poorest county in the state of Pa. and the troops are all uniformed.
