Venturing or Varsity

I am confused.

I have been looking at the Fact Sheets for Venturing Crews and for Varsity Scouts. Beyond the age difference (14-18 for Vasity and 14 (Completed 8th Grade)-21 for Venturing); Coed difference (Varsity Scouts - No and Venturing Crews - Yes); and the award recognitions, what are the differences between the two programs?

Which program do you think would be the better option to offer to Older Scouts?

Varsity is a part of the Boy Scout program division, Venturing is a separate program from Boy Scouts. Varsity was designed for, and used primarily by, the LDS church in the modified scouting program created by the BSA to serve the LDS church's specific needs based on the educational structure used within their church.
