How Can You Get Information From The National Council.

In the MB subject development section under the chess MB string, one of the members said, that national has already considered a chess MB and rejected it. How can I (joe average scoutmaster) get this information from the National Council.

It would be helpful to know what MB have been proposed and if they have been rejected, why were they rejected. This may give us a little more direction when we are talking about new MBs to propose.
