Emergency Preparedness Merit Badge Patch

A question was recently raised to me as follows:

What are the three symbols on the Emergency Preparedness Merit Badge? What do they stand for? Any idea?

I know the Cross at the top represents the First Aid MB, which is required as a prerequisite for this badge.

The blue figure in the lower left looks like a house.

I have no firm idea about the symbols in the lower right.

Look at the printing in the book and you'll see the dots and dashes.

I think the cross at top at the MB could be Safety MB since it's not Red.
